I downloaded through faa website 17 chaps concerning the PPL as preparation before school .
Is it a good step to start with ?

I have no idea what you’re talking about? Have you selected a flight school? If so I recommend you have a conversation with them.

Definitely a good read and source of information. My only caveat is until you actually start flying many of the concepts may seem very foreign.
Again once you’ve selected a flight school I recommend you speak with your instructor for their recommendations.

I would start with something far more basic than that. Something like the Jeppessen Private Pilot Manual.
