How can you make a decent living while just starting out in regional airlines?

All depends what you consider “decent”? Currently most Regionals starting pay is about $38K plus many are offering hiring bonuses up to $20K. That’s 3 times as much as it was just a few years ago. While it’s not great money I’d definitely call it decent. Particularly when you consider it’s an entry level position for a career where senior positions pay $300-400K.
