What is a street captain?

For example, according to AirlinePilotCentral, Boutique Air (a part 135 carrier) is hiring street captains. What is that?

It’s exactly what it sounds like. It’s when a company hires a Capt DIRECTLY into a Capt position vs an upgrade from within. This practice is prohibited by all airlines that have a union since you’re essentially skipping seniority. A 135 carrier may sometimes have to because even though they can hire a pilot with less than 1500hrs that pilot cannot serve as PIC unless they have 1200hrs (their insurance may also have higher mins as well). In most cases a type rating and some time in type is also required.
