So I hear that ATP flight Gets you all the licenses to become an airline pilot, is that correct? Also, if that is true, does ATP provide a program that lets you buildup flight time so you can get into the airlines?

Yes, ATP offers the Fast Track Airline Career Pilot Program that provides you the opportunity to earn your private pilot through Flight Instructor ratings. After completing the program, you have the opportunity to instruct and build your hours to the 1500 required to for employment at a regional airline. Check out the link below for more information.
