IS there a program at ATP Flight school that gets you through all your licenses and flight time to become an airline pilot? or a path that at least gets you all the licenses you need?

Yes, that’s exactly what ATP does, providing flight training for private pilot license through MEI. After program completion there are opportunities to instruct to time build the hours required for the regionals.
