Can someone who got their ratings somewhere other than ATP flight instruct at ATP? Or do they only hire their graduates?

It’s not common, but yes. External applications will be considered.

External hires do happen, but the vast majority of ATP instructors were ATP students. There is generally very little reason for the company to hire outside of their own graduates.
