The cost of the whole 9 month program was about $90 thousand. Is the payment for a Private Pilot’s license included?

The 9mos program includes your Private, Instrument, Commercial and all 3 CFIs.
I recommend you visit ATPs website and do some reading. Tons of great info on there.
